Does a government job(Census) background check include arrests for which the charges were dropped/dismissed?

i’m looking into getting a job for the census 2010 and it stated that they do a background check to make sure prospective employees don’t have a criminal record. i was arrested in the summer of 2007(wrong place, wrong time) and in the spring of 08 the charges were dropped against me. will this adversely affect my chances of getting this job? it seems that my record won’t show up on most public criminal record searches, but i’m sure the census bureau gets full access.
