Does a government job(Census) background check include arrests for which the charges were dropped/dismissed?

i’m looking into getting a job for the census 2010 and it stated that they do a background check to make sure prospective employees don’t have a criminal record. i was arrested in the summer of 2007(wrong place, wrong time) and in the spring of 08 the charges were dropped against me. will this adversely affect my chances of getting this job? it seems that my record won’t show up on most public criminal record searches, but i’m sure the census bureau gets full access.

If public records are actually PUBLIC, why can’t I find them without paying another service?

Where exactly are the real public records? I just got sucked into, what I thought, would give me a free search of all public records and it turned that I had to pay a few dollars, only for an address, name, and relatives. The ad said it quite a bit more was free. (As they all do.) But, to go beyond just addresses, there are huge fees for divorce, criminal, property and other records.

What is the link to the actual FREE public records?
